Colorado Energy Assistance Program - How To Apply

The Colorado LEAP program is a federally funded state-supervised, county-administered system and is designed to assist with your winter heating costs. The LEAP Program eligibility period runs from November 1st through April 30th.

LEAP is not intended to pay the entire cost of home heating. If you are applying for assistance continue to pay your home heating bill.

Eligibility Requirements - you may qualify for LEAP assistance if:

  • You are a U.S. Citizen and a resident of Colorado
  • You pay heating fuel costs directly to an energy provider or you pay the cost of heating your dwelling with your rent
  • Your gross monthly household income falls within the guidelines set annually and posted November 1st of each year. "Household" means the people who reside with you and for whom you as applicant are financially responsible. The maximum gross monthly income is based on 185% of the federal poverty level

Where can I get an application?                                                                                       

If you received LEAP last year and have not moved an application packet will be mailed to you by November 1st.

For all other applicants you may request an application packet be mailed to you by contacting HEAT HELP at 1-866-432-8435. For information regarding year-round assistance with heating fuel bills please contact HEAT HELP at 1-866-432-8435.

You may also print a copy of the LEAP English basic application, complete it and mail or fax it to your county LEAP office. Please follow the directions on the English Information Sheet for other application information.

Crisis Intervention Program: The Crisis Intervention Program (CIP) operates year-round and provides assistance with your home's primary heating source such as a furnace. You must be eligible for basic LEAP to qualify for CIP. Applications are available at county LEAP offices.

The Telephone Assistance Program (Lifeline):

Lifeline is a program that the Colorado Department of Human Services provides eligibility verification to telecommunication agencies only. LITAP is only available from the participating local telephone company that provides service in your area if your existing telephone company participates in the program and if you currently are active in one or more of the following state programs: 

  • Old Age Pension benefits (OAP)
  • Aid to the Needy Disabled (AND)
  • Aid to the Blind (AB)
  • Supplemental Security Income (SSI)
  • Colorado Works/Temporary Assistance to Needy Families (TANF)
  • Low-income Energy Assistance Program (LEAP)

If you are not on one of the above programs you will not qualify for the telephone discount. Participation in a Federal program alone, such as Social Security, does not make you eligible for Lifeline.  Please ask your telecommunications provider if they participate in the telephone discount program before you contact the number below. Not all telecommunications providers will offer the telephone discount.

If you have a cell phone for your primary phone service, check with your provider to see if they participate in the telephone assistance program.
